Rank: Chief of Police.Awards: Commander of the Most Excellent Order of the British Empire: awarded on Sept. 11, 2009 by Queen Elizabeth II of the United Kingdom.William Joseph "Bill" Bratton CBE, is an American law enforcement officer who served as the chief of police of the Los Angeles Police Department (LAPD), New York City Police Commissioner, and Boston Police Commissioner. Bratton began his police career at Boston Police Department before becoming New York Police Comissioner in 1994. He adopted a zero-tolerance policy which reduced petty and violent crime. He moved to Los Angeles Police Department in 2001 reforming the police after the 1992 Los Angeles Riots and crime was reduced.Bratton's policing style is influenced by the broken windows theory that if minor, petty crime is not dealt with, crime will increase, a major problem he identified in Britain after the 2011 England riots. He advocates having an ethnically diverse police force representative of the population, maintaining a strong relationship with the law-abiding population, tackling police corruption, being tough on gangs and a strict no-tolerance anti-social behaviour.
On September 11, 2009, he was awarded with the honorary title of Commander of the Most Excellent Order of the British Empire by Queen Elizabeth II "in recognition of his work to promote cooperation between US and UK police throughout his distinguished career." On 12 August 2011, Bratton said he was in talks with the British Government to become an advisor on controlling the violence that has affected that city for the prior week. He said he received a phone call from U.K. Prime Minister David Cameron, and that he will continue speaking with British officials to formalize an agreement. Prime Minister Cameron initially wanted to appoint Bratton Commissioner of London's Metropolitan Police Service, but was overruled by Home Secretary Theresa May, who insisted that only a British citizen should be able to run Scotland Yard. Fearing that they are not good enough at a time when the public has already questioned their innitial lack of action during the riots. What is it about William Bratton's that makes him so outstanding that prime Minister David Cameron has asked him to come to Britain to advise the police in their handling of the recent riots? Let us take a look at his chart. William Bratton, born 6 October 1947, Boston, Massachusetts, time not known so noon used. As I don’t have his time of birth I can’t work out his ascendant nor the houses but we can see that all the planets are contained within 150 degrees between Jupiter and Uranus. Both are very much indicators of freedom.
Jupiter indicates where we need to be free to grow, to expand. Jupiter in Bill’s chart is in Scorpio and could mean the freedom to expand in matters connected to finance, taxes and insurance, or on the other hand as in Bill's case, with crime and anything connected to the unsavoury side of society. Particularly, as it squares Saturn conjunct Pluto and indicates working with the law and control of order. Uranus indicates the freedom to be your own unique self and in Gemini it relates to communication. It makes a flowing aspect to Venus and accounts for his optimism, his popularity and dedication to his work (sextile Saturn-Pluto). Jupiter and Uranus are connected by a quincunx aspect and that suggests that the two energies need some adjustment before they can be constructively worked with.The Sun conjunct Neptune in Libra sextile Pluto, expresses itself with courage, authority and sensitivity, weighing up and trying to see both sides of situations. Mercury is conjunct Chiron in Scorpio and both square Mars and indicates that communication can be confrontational and aggressive and may be linked to criminal activity but it can also indicate the ability to communicate on a level that brings about transformation and healing. Chiron is on the Mars/Pluto midpoint at 8-53’ degrees Leo and indicates much of the same.Transiting Saturn was conjunct his Sun recently and indicates a time of restriction and the taking on of extra responsibility relating to whatever house the Sun is in.
