The National Health Service 30 May 2011
The National Health Service or NHS is the publicly-funded healthcare system in England. The term is also commonly used to refer to any other or all the national health services in the UK but there has never been only one system since they were created in 1948; only the English system is named without national qualification; the rest are examples such as NHS Wales and NHS Scotland, and function in essentially the same manner, but are legally separate systems, although they do cooperate freely with one another in cases of patients being transferred in a medical context between various UK countries' borders. The NHS is the biggest and oldest single-payer healthcare system in the world. It is able to function in the way that it does because it is primarily funded not through fees from the patient, but through the general taxation system, similar to how the various fire departments, police departments, and primary schools are also funded. The system thus provides healthcare to anyone normally legally resident in England, and also any other part of the United Kingdom, with almost all services "free at the point of use" for all such people.
The Bristol Royal Infirmary is a NHS Hospital
The NHS was born out of a long-held ideal that good healthcare should be available to all, regardless of wealth. At its launch by the then minister of health, Aneurin Bevan, on July 5, 1948, it had at its heart three core principles: That it meet the needs of everyone . That it be free at the point of delivery. That it be based on clinical need, not ability to pay.Healthcare in the UK prior to the war had been a patchwork quilt of private, municipal and charity schemes though half of the area (not population) of Scotland was covered by public provision (the Highlands and Islands Medical Service). Bevan now decided that the way forward was a national system rather than a system operated by regional authorities, to prevent inequalities between different regions. He proposed that each resident of the UK would be signed up to a specific General Practice (GP) as the point of entry into the system, and would have access to any kind of treatment they needed without having to raise the money to pay for it.Doctors were initially opposed to Bevan's plan, primarily on the stated grounds that it reduced their level of independence. Bevan had to get them onside, as, without doctors, there would be no health service. Being a shrewd political operator, Bevan managed to push through the radical health care reform measure by dividing and cajoling the opposition, as well as by offering lucrative payment structures for consultants. On this subject he stated, "I stuffed their mouths with gold". On July 5, 1948, at the Park Hospital (now known as Trafford General Hospital) in Manchester, Bevan unveiled the National Health Service and stated, "We now have the moral leadership of the world". CrisisThe coalition governement announced a planned reform of the NHS, which has been put on hold after protests from doctors and health care workers. Mr Cameron wants an urgent resolution to the crisis over health which he sees as politically toxic for the Conservatives and the single issue most likely to tear the coalition apart. As the internal battles are fought, The Treasury has become involved in negotiations for the first time and it is understood that William Hague, the Foreign Secretary and former Conservative leader, privately warned the Prime Minister that the planned NHS changes were a "reform too far."
Mr Cameron is determined to keep the coalition intact and needs the votes of the 57 Lib Dem MPs to get the Bill, which would abolish Primary care Trusts (PCTs), hand control of most of the English NHS's £92.5billion budget to local "consortia" of GPs and allow private companies to compete for core NHS services, through the House of Commons. We can see that at the time the NHS came into being there were some difficult planetary alignments, making for a rather rough start. All the planets in Gemini were square Mars in Virgo and with Jupiter opposite in Sagittarius they made a t-square. They indicated the many debates and arguments that took place before any progress could be made. Saturn/Pluto square Chiron is another very difficult aspect and could be interpreted as the initial abuse of power from the consultants before being won over by 'stuffing their mouths with gold'. And last but not least the square from the Sun to Neptune, which no doubt was the belief by many that this 'creation' was unrealistic. Now, some 60 years later, though not perfect, it has become the envy of many other countries. The difficulties encountered at the moment can be attributed to transiting Saturn first square the Sun and now conjunct Neptune and tr Pluto on the Mercury/ Sun midpoint.
This combination suggests that the reality of lack of funds necessitates transformation. Communication and consultation is needed in order to protect what it stands for: "Free at the point of use for all people". L.S.
