Merkel / Cameron Partnership 18 November 2011Relationship

Tension rises between UK and GermanyDavid Cameron and Angela Merkel have different visions about Europe's future direction.UK PM David Cameron is to hold talks with German Chancellor Angela Merkel to try to resolve tensions over the eurozone crisis. They have both been pressing for action to stabilise the euro, as Italy and Greece implement austerity measures.Germany is pressing for closer eurozone integration - but the UK says there must be safeguards for EU states which do not use the single currency. And the UK is resisting calls for a financial transactions tax.Mr Cameron would arrive in Berlin at a time when some of Chancellor Merkel's MPs have criticised Britain for not supporting Europe in its hour of need. She has admitted there are tensions between them, but despite their differences, both sides are keen to say there is no rift.

Mrs Merkel wants the eurozone to be much more closely integrated, while David Cameron is not prepared to see British influence decline in a "two-speed Europe", our correspondent added. Mr Cameron also wants the European Central Bank to be allowed to bail out struggling countries - something Germany is resisting.Overshadowing the meeting is likely to be the fear the debt crisis is spreading, in recent days core countries like France have joined Spain and Italy in seeing their borrowing costs rise. Speaking earlier this week, Mrs Merkel said the EU needed more powers to ensure budget discipline among member states and Germany was willing to give up sovereignty in some areas to facilitate this. Meanwhile Mr Cameron is pushing for the UK to take powers back from Brussels in pursuit of what he says is his goal of a more flexible and diverse Europe. The UK supports greater fiscal integration among eurozone countries as part of efforts to tackle the debt crisis.Tere are concerns Germany is determined to push ahead with a tax on financial transactions, known as the Tobin or Robin Hood Tax, in an effort to regulate the markets. Chancellor George Osborne said a Europe-only tax would be "economic suicide" while Business Secretary Vince Cable said the UK would not "fall for" such an idea, which he said had nothing to do with the urgent problems facing Europe on productivity and employment.And so the debates go on.

So will the two leaders come to any kind of agreement or is there likely to be a stalemate? How well do Angela Merkel and David Cameron relate to each other in terms of understanding each other's agenda? For that we need to take a look at the synastry between the two. See the bi-wheel on the right. Angela Merkel's chart (inner wheel) and David Cameron's chart (outer wheel). Merkel has Neptune conjunct the MC in Libra conjunct Cameron's Sun. But, the Neptune-MC conjunction squares her Uranus-Sun conjunction in Cancer in her 8th house and Chiron in Capricorn in the 2nd house, making a t-square. This is indicative of a stubborn, obsessive holding on to a valued, idealised vision of political partnerships. The fact that transiting Saturn is conjunct her Neptune now and activating the t-square off and on until next summer suggests that the difficulties she is facing are a reality check and an indication that the vision is likely to be flawed. But Cameron's Sun makes a perfect trine to Merkel's Moon and suggests that there should be some positive response from her to his manner of self-expression. The difficulties between the two leaders can be seen in matters of communication. Merkel's Saturn at 2-44' Scorpio is conjunct Cameron's Mercury at 4-46' Scorpio and suggests that Cameron will have problems trying to get Merkel to understand where he is coming from. The more so as this conjunction squares his Jupiter, encouraging him to speak out about issues that she would consider careless. She would provide a more serious approach to his ideas.

However, their Mercuries are compatible and this should go a long way to finding a compromise. His Neptune in Scorpio trines a Saturn-Chiron conjunction in Pisces, (which opposes a Pluto-Uranus conjunction in Virgo). They make a Grand Trine aspect with her Sun-Uranus conjunction in Cancer but square her Mars in Sagittarius, which in turn is trine her Pluto in Leo conjunct his Mars.This suggests that though he can be supportive and understanding of her vision, she is likely to feel frustrated and angry at times by his lack of co-operation. However, she is not likely to give in easily to any demands he might make. At the same time he may feel totally powerless at times by the financial control she has over him. But as their two Mars are in trine aspect they should be able to find a compromise that allows both parties to move forward eventually. For some time now David Cameron has been feeling the energy of transiting Uranus conjunct his Descendent and Pluto square his Venus; distancing a few people in the process of obsessively striving for what he values.
