U.K. CITIZENS ADVICE BUREAU by Roy MacKinnon 3 Sept 2009 The Citizens Advice Bureau first opened its offices one day after the U.K. declared war on Germany. That was 70 years ago today. In the 1930’s the government was concerned that the public should have a means of obtaining vital social information in the event of war. In 1938 the National Council of Social Services established a group to look at how to meet the needs of the civilian population in wartime and on 4th. September, 2009 the first 200 of these bureaux opened to fulfil this function. Volunteers initially worked from public buildings and private houses and charitable trusts were set up to finance their activities. However, it has to be understood that all workers apart from large office managers work without remuneration. By 1942 there was over 1,000 outlets some even operating from converted horse boxes. Today, this magnificent charitable organisation operates under a series of charitable trusts with only minimal funding from local and national government. There are over 27,000 voluntary and unpaid staff now operating from over 3,000 locations in bureaux and outreach venues in remote rural areas – and it has been under considerable pressure from a public in distress and needing information of a financial and social nature in the current economic recession and housing difficulties. But what does the astrology show ? Opening of first Citizen Advice Bureaux, 4th. September, 1939 at 10am BST (9am UT) London. The Ascendant is at Libra 19-18. Venus, the ascendant ruler, is located in Virgo in the 11th. House conjunct the Sun closely and trine the Moon in Taurus in the 8th. The Virgo influence clearly indicates the idea of ‘service’ and the Libra Ascendant suggests this is an advice or counselling in partnership activity. The Moon in Taurus in 8th suggests the practical need for people to receive information which will allow them to transform their situation with regard to money, property and finances. The MC in Cancer is conjunct the Chiron/Pluto midpoint. It is therefore clear for all to see that the visible purpose of the organisation is to transform (Pluto) the suffering and distress (Chiron) of people and of families (Cancer). There is a development, an echo as it were, in the conjunction of the Moon’s South Node with Saturn in the 7th. in Taurus which focuses attention on those isolated, suffering and destitute. There is also a magnificent Grand Trine in Earth of Uranus in the 8th, Neptune in 12th. and Mars in 4th. Neptune rules the 6th. as evidence to the sacrifice of time and energy of the CAB staff to supply transformative insight (Uranus 8th) to those wanting (Mars) authoritative information (Capricorn) on such personal matters (4th House) who seek such guidance (Mars rules 7th). The current trine from Transiting Pluto in early Capricorn to the natal Saturn depicts the extra work caused by the current economic recession. The CAB was then and remains to day a wonderful example of the way in which a benevolent social democracy can facilitate the welfare of its citizens.
